Enclosure 1.

sir,

Treasury,

335

Hongkong, 3rd. January, 1918.

At an interview which His Excellency the Governor kindly granted me immediately prior to his departure on short leave His Excellency intimated his willingness to consider the question of recommending to the Secretary of State for the Colonies that I be given the opportunity aria- -ing out of my recent promotion to a lat. Class appointment of so cepting a sterling instead of my present dellar salary on terms similar to those offered to Mr. Irving, Director of Education.

2.

My application is based on the fact that on promotion to the post of 1st. Magis-trate though I am receiving a dollar salary equivalent to £910 0 O which is the same as I received as Postmaster General I am actually in a worse position financially than I was prior to my promotion owing to the loss of certain privileges which I enjoyed as Post- -master General but to which I of course cannot lay claim on promotion. Under the circumstances I am finding it extremely difficult to meet my ordinary liabilities and I have therefore no chance of saving for home leave though I have now been over four years in the Colony since my last home leave.

As under ordinary circumstances an officer on promotion from a 2nd. class to a lat. Class appointment receives an immediate increase of £90 per annum, I applied to be granted my lat. increment as a let.Class Officer. His

Excellency was however not prepared to recommend this proposal

to the Secretary of State. Under the circumstances my only

alternative

The Honourable

3.

The Colonial Secretary.
